No merging no transfer

Concerned,
Last year I tried for transfer but I was unsuccessful.The reason was merging of extension staff with territory.This year I'm trying it out but I heard the concern department doesn't entertain any transfer.The reason is same.The merging reason.So I don't see any merging nor transfer.
Therefore,please update us and accordingly consider the subject.
