December 20, Thimphu: The 4th Project Steering Committee( PSC) meeting for the EU-Technical Cooperation Project (TCP) in support of RNR Sector was held chaired by the Hon’ble Agriculture Secretary, Dasho Rinzin Dorji.
The meeting reviewed and discussed the implementation status of the project activities, budget utilisation and action plan for the next six months. The PSC members approved the action plan and budget plan for the next six months and also recommended the project coordination unit (PCU) to expedite the release of the remaining fund from the EU to enable the implementation of the activities as planned.
The meeting also saw discussions on the recent EU Independent Audit and Result Oriented Monitoring (ROM) for the project. The PSC recommended that the PCU follow-up with EU delegation to resolve the audit observation and also work on the recommendations provided by the Auditors and the ROM mission.
As of December 2018, about 80% of the project activities have been completed while the fund consumption rate is 100%, the remaining 20% of the project activities are to be implemented as soon as the remaining fund of EURO 1.037 is released by the EU. The fund is expected to be released by mid January 2019.
The Secretary thanked EU for their generous support to the Ministry especially in the form of such project which has helped improved the skills and knowledge of the officials working under the Ministry. On behalf of the PSC, he also thanked the EU delegation for providing their constant advice and guidance to the Ministry for smooth implementation of the project.
The PSC members comprising of the members of the RNR Gross National Happiness (GNH) Committee of the Ministry and one member each from GNH Commission Secretariat and the Ministries of Economic Affairs and Finance attended the meeting. Mr. Pattabiraman Subramanian, Sr. Programme Manager, EU delegation and the EUTCP focal points from various departments and agencies under the Ministry also attended the meeting as observers.
The EU-TCP is a project funded by the EU to enable the Ministry of Agriculture and Forests, Royal Government of Bhutan to achieve its plan targets particularly by enhancing the capacities of the its employees both at the central and decentralised level.
The implementation phase for the project is from August 2014 to August 2019 with a total budget of Euro 4.6 Million.
