The Bhutan Narcotics Control Authority (BNCA) would like to inform the general public that as per the Supreme Court’s judgment vide. SC (Hung 17-19) dated 26/07/2017, “Tramadol” has been identified as an addictive narcotic drug with medicinal value which falls under schedule III of the Narcotic Drugs, Psychotropic Substances and Substance abuse (NDPSSA) ACT 2015.

The judgment also states that BNCA is hereby authorized to list any narcotic drug or psychotropic substance under Schedule I to IV of NDPSSA Act 2015 unless amended differently by the parliament. In this regard, BNCA list the following under schedule I to IV of NDPSSA Act 2015 with immediate effect:

Schedule I (Narcotic Drug with no medicinal value)

  1. Any other drugs or substances having similar effect, nature, group or properties

Schedule II (Psychotropic Substances with no medicinal value)

  1. Any other drugs or substances having similar effect, nature, group or properties

Schedule III (Narcotic Drug with medicinal value)

  1. Tramadol
  2. Any other drugs or substances having similar effect, nature, group or properties

Schedule IV (Psychotropic substances with medicinal value)

  1. Any other drugs or substances having similar effect, nature, group or properties

Hence, anyone caught illegally possessing tramadol after 26th July, 2017 will not be provided the opportunity to pay thrimthue in lieu of their sentence.

Therefore, BNCA would like to request the general public including all government, Corporate and private agencies, Constitutional Bodies, Political Parties and other Institutions and Associations to kindly observe and support us with the implementation of the provisions
