The Ministry of Agriculture and Forests (MoAF) have introduced the 1 window bill payment (1WBP) system starting 1 December 2016.
The initiative is to create a respective customer service, boost efficiency and establish accountability. It will also set trends in delivery of services and contribute to promoting ‘rule of law’.
The counter located at the Administration and Finance Division of the Ministry currently caters to a single source of payment of bills pertaining to goods, services and works which is centrally executed. All the departments and agencies have now been directed to direct the suppliers to submit the bills to 1WBP and collect the payment from same counter. The Ministry has developed service standard and checklist to ensure its sustainability.
With the counter in place, the supplier will now have to visit only a single place for bill submission and payment. The system will shorten the bill settlement procedures bringing about transparency and accountability. It will further serve as a mechanism to re-dress grievances on non-payment of bills as per the service standard ensuring the efficient delivery of services at a minimum cost.
The system will be reviewed and modified in keeping with the need of the changing time. The next phase of this innovation will explore the possibility of receiving bills/claims online making the optimum use of the information technology.
