Guideline for Paperless Operations in Government Offices

In the line with the Government’s initiative to go paperless, the National Environment Commission adopted the Guideline for Institutionalizing Paperless Operations in Government Offices during its 43rd Meeting held on August 6, 2016.

The Guideline provides general and specific tips and recommendations for deploying paperless initiatives across the offices of the Royal Government of Bhutan. The guideline is based on the Life Cycle Assessment done in three offices of Office of the Prime Minister & Cabinet, DITT, MoIC and NECS and also a study on paper consumption in 18 government offices conducted by the Department of National Properties in 2013 which revealed manifold benefits on environmental, economical and sustainability dimensions.

In implementing the Guideline, a High Level Workshop was conducted on December 14, 2016 followed by Training of Trainers with Head, AFD and ICT Officers on 26-27 December 2016. These participants are required to conduct training in their respective offices by March end 2017, stocktake paper, printers and toner usages by June 2017 and report on paperless initiative implementation and progress end of every financial year to the NECS.

This order is issued for strict compliance by all Government Offices on 9th January, 2016 corresponding to the 12th day of the 11th Month of the Fire Male Monkey Year.
