10 June, Thimphu. The Committee Meeting under the Food Security Project for underprivileged Farmers 2KR 2012 between the Royal Government of Bhutan and the Government of Japan took place in the conference hall of the Ministry of Agriculture and Forests. Present in the meeting were the Hon’ble Secretary of the Ministry of Agriculture and Forests, Dasho Tenzin Dhendup; Mr. Masanori Sunada, Project Formulation Advisor ( JICA Bhutan Office); Mr. Hideki Taniguchi, Embassy of Japan in India; Mr. Kenji Kashiwazaki & Mr. Takahiro Saeki from Japan International Cooperation System (JICS) along with and other sector heads and senior officials of the Ministry.
2KR is grant assistance by Japan to alleviate drudgery of the Bhutanese farmers. According to the 2KR Grant FY 1984 – 2010, Bhutan had received around 23 times grant and around 2,795 units of power tillers from Japan alone. Such reception of 2KR products has helped increase 15% rice yield compared to manual plough and 48.8% reduction in cost production of our Bhutanese farmers. Currently the distribution, utilisation and maintenance of 2KR grant products are based on the agriculture developmental priorities for 11th Plan but it yet to be discussed. The Ministry said that they would emphasise on hiring of the farm machinery at current phase of 2KR grant as most of the farmers cannot afford to purchase. It was found to be cheaper to hire the machinery and that way the access of farm machinery by farmers was also being increased. The government also aims to provide at least 1 power tiller to each Chewog.
In the closing remark both the countries expressed their gratitude and their everlasting friendship, which will continue to support each other. In general the committee discussed the current status of distribution and utilization of Agricultural machinery procured through 2KR, status of deposit of counterpart fund and its utilization , publicity of 2KR projects and also the overall monitoring with new conditions for the implementation of 2KR.
