  • Quotation for Air fare

    The Human Resource Division, Ministry of Agriculture & Forests is pleased to invite sealed quotations from authorised ticketing agents for the following sector as per the terms and conditions specified below:

    Terms & Condition

    1. Sealed quotation should be submitted to the Human Resource Division, MoAF on or before 10/10/2016 at or before 3.00 p.m
    2. Sealed quotation should be addressed to Chief HR Officer, HRD, MoAF Thimphu.
    3. The qoutations will be opened on the same day at 3.00 p.m.
    4. Qoutations received after the submission date will not be ebntertained.
    5. Bidders are requested to mention the name of airline and confirm itenaries in the quotes.
    6. Availability of seat at the time of travel should be established before submitting the quotes.
    7. Unconditional hike in fare or change in airlines at the time of travel will not be accepted.
    8. Quoted rates should be valid for at least one month from the date of submisssion of bids.
    9. Quotations without sealed envelope will be disqualified.
    10. The decision of the tender committee will be final and binding.

  • Promotion for January 2017

    In accordance with the Promotion Rules & Regulations of BCSR 2012, the promotion proposal for 1st January 2017 must reach the Human Resource Division, Ministry of Agriculture & Forests (MoAF) on or before 20th October, 2016 for submission to Human Resource Committee. All are hereby instructed to submit the duly filled Promotion Forms and the following documents within the deadline. Promotion Forms are available in the Ministry’s website and also at www.rcsc.gov.bt.

    1. Duly completed Promotion Form given at Annexure 13/1.
    2. Promotion Summary Form (Annexure 13/2) in Excel sheet (both hard and soft copy).
    3. Supplementary Meritorious Promotion Proposal Form (Annexure 13/4) for meritorious promotion.
    4. Appraisal Forms should be submitted as below:

  • Notification

    Subject: Amendment to Section of Chapter 13 on Promotion in BCSR 2012 on the minimum Performance Evaluation Rating required for Promotion

    The Royal Civil Service Commission during the 78th Commission Meeting held on September 13, 2016 approved the minimum performance rating criteria for promotion in keeping with the new Performance Appraisal system implemented for the evaluation year (2015-2016) as part of the new performance management system. The Commission hereby, amended Section, of Chapter 13 on Promotion in BCSR 2012 on the minimum performance rating required for Promotion. The following performance rating criteria will replace the above section in BCSR 2012 for Promotions due for January 1, 2017 and thereafter until further notice:

    1. The PE rating for July 1, 2015-June 30, 2016, and hereafter, the evaluation of “Good” and above will suffice for normal promotion irrespective of whether individual meets the qualification required or not. This shall apply to Teachers and support staffs in schools for the academic year 2016;
    2. The PE rating for July 1, 2015-June 30, 2016, and hereafter, the evaluation of “Good” and above will suffice to be eligible for promotions as per the Doctor Career path reform (RCSC/LS-63/3623 dated May 6, 2016); and
    3. For the appraisal period before July 2015-June 2016, the PE Rating of “Very Good” and above along with other conditions will apply as the amendment is from the period 2015-2016 onwards.
