The Ministry of Agriculture and Forests, Royal Government of Bhutan’s grant proposal of USD 1.25 million to the Japan Social Developed Fund (JSDF). which is funded by the Government of Japan, has been accepted. The JSDF pilot project “Generating Youth Employment and Community-based Enterprise Development” is currently being appraised and final approval is pending. The objective of this Project is to generate new and more productive sources of income for poor and vulnerable youth in selected Dzongkhags in six Dzongkhags of south-western Bhutan including, Chukha, Dagana, Haa, Samtse, Trongsa and Wangdue Dzongkhags. The project will achieve this objective by promoting the establishment or upgrading of existing youth-led, managed, and operated business enterprises that aim at generating employment for poor and unprivileged youth.
In order to implement the project we will need to follow the Environment and Social Management Framework (ESMF) developed for the purpose of this project. The project ESMF and translation of the executive summary in Dzongkha are hereby being disclosed on the website of the Ministry as well as that of the six participating Dzongkhags so that all relevant stakeholders are aware and mindful of considerations for Environmental and Social concerns to be addressed while participating or implementing this project.

Tomorrow 03 November 2015 is a Government Holiday to observe Lhabab Duechen or the Descending Day of Lord Buddha. History says that Lord Buddha was born in Lumbini and his mother, Yum Juma Lhazay, expired after seven days. Therefore, six years after attaining enlightenment at the age of forty one, he ascended to heaven on the 15th day of the 6th month of the lunar calendar to preach to his mother. When he was preaching to his mother and the Gods and Goddesses in Heaven, people on earth were worried because they did not know where Lord Buddha was. Then, Lord Buddha’s disciple, the clairvoyant Sharibu, had a vision of the Lord to be in Heaven.
Following the request of all the devotees, another disciple of Lord Buddha, Mao gyel ge bu, who was known to possess miraculous powers, ascended to heaven on the 15th day of the ninth month of the lunar calendar and requested Lord Buddha to return to earth. Lord Buddha descended to earth on the 22nd day of the 9th month. The Descending Day of Lord Buddha is a celebration of his return to Earth from Heaven.
