14 February 2017: Following a day long Validation Workshop for ‘Rapid Assessment of Dairy and Vegetable Value Chain’ on 10 February, the two days’ workshop for the AWPB preparation for the Fiscal Year 2017-18 for CARLEP and one day RPIC (Regional Programme Steering Committee) meeting was organised at Wangchuk Hotel, Mongar from 11-13 February, 2017.
The AWPB workshop was organised mainly to review the implementation progress of the past FY 2015-16 and the current FY 2016-17; to prepare the AWPB for the next FY 2017-18 based on the recommendation by the recently completed two assessments on vegetable and dairy value chains; and also to prioritise and sequence the recommendations and delegate the clear roles and responsibilities of each stakeholder in the value chain processes.
Similarly, the RPIC meeting this time was the 1st RPIC meeting after the inception of CARLEP which will be an annual event henceforth. The RPIC meeting was basically to endorse the proposals of the activities and the budget for the next FY and to resolve the issues and challenges in the implementation phases of CARLEP activities. The AWPB proposal from all the implementing agencies for the FY 2017-18 was also endorsed on the day including the PSF and SIF guidelines. The RPIC meeting/workshop was honoured by the Dasho Dzongdags of the Programme Dzongkhags.
The four days’ workshop was value added with the honour of having the Hon’ble Minister of MoAF, Lyonpo Yeshey Dorji on the 2nd day of the AWPB workshop. Lyonpo provided the insightful guidance on the implementation of CARLEP and also emphasised on the need to produce the ‘Expenditure Statement’ from the implementing agencies in order to avoid the delaying of next fund release. Lyonpo said “Since programmes like CARLEP is a performance-based funding, producing ‘Expenditure Statement’ is required at the earliest.”
The workshop was attended by the Dzongkhag sector heads (DAO & DLO), PO, BO and CARLEP Accountants of the six Programme Dzongkhags and representative from four implementing agencies (FCBL, ARDC, RLDC and RAMCO) along with OPM staffs.
