11-12 July, Thimphu. The Bhutan Agriculture and Food Regulatory Authority (BAFRA) organized its 11th Annual Conference with the theme ‘enhancing Biosecurity through Modern Risk Based Approach’ to 46 participants invited from field offices, officer in charges from Dzongkhags and branch offices.
The conference began with opening ceremony graced by Hon’ble MoAF Minister, Dasho Secretary, Director Generals from Department of Agriculture(DoA), Department of Forest and Park Services(DoFPS), Department of Livestock(DoL), Department of Agricultural Marketing and Cooperatives(DAMC), Council for RNR Research of Bhutan(CoRRB) and heads from Administration and Finance Division(AFD), Policy and Planning Division(PPD), National Biodiversity Centre (NBC) and Information and Communication Services(ICS).
The two days conference began with the highlights on the important milestone in the progress and development of BAFRA by the Director General of BAFRA, Mr. Karma Dorji. The conference also saw the upbringing of pertinent issues and the gist of resolutions of the last MoAF offsite Executive meeting held. Further the field officials were also given the highlights on the 11th Five Year Plan programme and the performance Compact Agreement signed with the ministry. This was done mainly to update the participants as the Director General strongly believed that each one should have a sense of purpose and linkages within the system to achieve the higher goals. Such transparency within the system was also seen to help prioritize the activities, achieve higher level of accountability and also achieve the objective of fair play enhancing the professionalism within the system.
During the second day conference a group work on the harmonization and enhancing of modern and professional approaches to regulatory and inspection system was held whereby the participants reviewed the current system, issues and constraints faced and thereby presenting the recommendations and suggestions for enhancing professionalism and risk-based approaches to the regulatory and inspection system. Hon’ble Sanam Lyonpo also congratulated BAFRA for their tremendous achievements for the establishment of BAFRA offices throughout the country putting in place the effective biosecurity system thereby safeguarding the agriculture industry from exotic pests and diseases. Hon’ble Lyonpo also shared his joy for BAFRA being able to achieve the accreditation of National Food Testing Laboratory in Yusipang, ISO/IEC17025 standard for laboratory testing of food and agriculture products expressing his expectations for BAFRA to take further steps to upgrade and replicate such testing facilities to other regions.
While refreshing on early developmental activities of BAFRA and recounting on the achievements made so far, Director General took the privilege to dedicate it to the visionary and dynamic leadership of His Majesty the Fourth King on his glorious 60th Birth Anniversary. He also thanked the Ministry for its unwavering support, members of BAFRA Board of Management, donor agencies and the diligence & loyalty of all the BAFRA staff.
